OMC has produced outboards since about 1910. They produce Evinrude as well as Johnson outboards. Since their inception, their outboard carburetors, like every carburetor, has been subject to issues that lead to less than optimum performance. Fortunately there has been a product to take care of the problem very effectively since the 1930. It is very easy to use and only takes a few seconds.
Instructions

Add an appropriate amount of Seafoam to the outboard gasoline, generally 2 ounces per gallon of gasoline. Start the outboard in neutral and allow it to warm up.

Spray Seafoam into the air intake while the outboard is running, at a rate just shy of stalling it. Continue to do so until it starts to smoke lightly. Shut the motor off and allow to sit for at least five minutes

Start the outboard and allow it to idle. It may be hard to start initially. It will smoke excessively while it burns through the residual Seafoam.
